Personal finance in Germany: where to start
New to Germany? Put compulsory and time-sensitive foundations first. Then work through banking, your payslip, household risks, investing choices and pension records in a deliberate order.
Direct answer
What should you organise first?
Start by registering your address, confirming your health-insurance position and establishing a reliable way to receive income and make payments. Registration is generally due within two weeks after moving into a home. Your German tax identification number is assigned after your first registration.
Those steps create an administrative foundation. They do not decide every tax question, prove that a particular bank must accept you or make an investment suitable. Once the essentials work, review your payslip, major household risks, short-term cash needs, investing horizon and pension record.
Prioritised checklist
Your financial setup at a glance
“Urgent” means an administrative or protection foundation. The later steps still matter, but they should not displace compulsory tasks.
Register your address
Use your municipality’s current appointment and document instructions.
Confirm health cover
Clarify which statutory or private route applies to your circumstances.
Locate your tax ID
Keep the lifelong identification number available for payroll and tax administration.
Set up payments
Plan for salary, rent, transfers, direct debits, cards and cash.
Read your payslip
Separate gross pay, wage-tax withholding and social-insurance deductions.
Review major risks
Prioritise losses your household could not comfortably absorb.
Build a cash plan
Map fixed costs, near-term obligations, debts and accessible reserves.
Invest and track records
Define horizon and mobility, then monitor investment and pension documents.

Registration, health cover and tax ID
Register where you live
The federal service portal states that a person moving into an apartment must generally register with the responsible registration office within two weeks. Local procedures and required documents can differ, so use the official website of your municipality for the appointment and current list.
Confirm cover and retain your ID
Germany requires health insurance. The applicable route depends on employment status, income and other circumstances; this page does not decide between statutory and private cover.
The Federal Central Tax Office says new residents receive a tax identification number automatically when first registered in Germany. It remains valid for life. A tax ID identifies you in tax administration—it does not, by itself, settle filing duties or cross-border tax questions.
Everyday banking
Choose a payment setup by the job it must do
A German account is not presented here as a universal legal requirement. In practice, a payment account is useful for salary, rent, transfers, direct debits, cards and cash access.
- Compare the complete fee structure, not only the monthly headline.
- Check current residence, identity and document requirements.
- Distinguish app language from contract and human-support language.
- Identify the legal bank entity and applicable protection scheme.

A basic payment account is a separate legal route
BaFin states that consumers legally residing in the EU generally have a right to a basic payment account in Germany when the statutory conditions are met. It supports deposits, withdrawals, transfers, direct debits and payment-card transactions.
That rule is not a promise that every ordinary current-account application will be accepted. Product-specific onboarding, identity verification and statutory conditions still matter.
Income and taxes
Read the first payslip before making long-term assumptions
Start with gross pay, net pay, wage-tax withholding and social-insurance deductions. Keep “tax ID” and “tax number” distinct. Employment type, family circumstances, other income, foreign accounts or assets and cross-border residence can change the analysis.
Do not infer from one payslip that every deduction is final or that you must—or need not—file a return. Qualified tax advice may be appropriate when several countries, self-employment, business assets or unusual transactions are involved.
Risk before return
Protect against losses your household cannot carry
Start with compulsory protection, particularly health insurance. Then inventory severe household risks, existing employer or foreign cover, exclusions, deductibles, limits, policy periods and cancellation terms.
A voluntary policy is not automatically suitable for every person. The purpose of the review is to identify exposures and contract gaps—not to buy every available product.

Build a stable base before selecting a product
Before investing
- Understand regular income and fixed costs.
- List short-term payment obligations and debts.
- Define accessible cash for foreseeable needs.
- Describe the goal and time horizon.
- Consider whether you may leave Germany.
- Check tax and account-access consequences.
Starting immediately is not always the right objective. A long-term investment can conflict with near-term cash needs, expensive debt, an uncertain time horizon or a possible move. This page therefore avoids prescribing a fixed emergency-fund size, savings rate or asset allocation.
Read the product documents
For covered packaged investment products, EU consumer rules require the seller to provide a Key Information Document before purchase. It explains features, risks, possible loss scenarios and costs. Reading it improves transparency; it does not prove that the product is suitable for you.

Retirement records
Keep track of your German pension account
Deutsche Rentenversicherung maintains an individual account for insured people. Employment and contribution data are recorded under the insurance number. Review the record and clarify unexplained gaps early rather than waiting until retirement.
If you work in more than one country, do not assume that contributions disappear—or that one combined “European pension” is paid. Each involved country generally examines entitlement under its rules and may pay its own pension, subject to coordination and agreement rules.

What this guide cannot decide for you
This page provides a sequence for learning and organising. It does not determine your tax residence, choose an insurance policy, recommend a bank or investment, calculate pension entitlement or assess whether a financial product is suitable for you.
Authorities decide registrations and statutory entitlements. Tax and legal conclusions may require appropriately qualified professionals. Product access can depend on nationality, residence, tax status and provider rules.
Information changes
- Check local registration instructions.
- Verify current provider documents.
- Revisit cross-border assumptions after a move.
- Use the review date as context, not a guarantee.
