Scope first

Travel health, cancellation and curtailment are not interchangeable

Travel health insurance

Addresses medical costs that meet the policy’s insured-event definition while travelling. Check outpatient and inpatient treatment, medicines, dental emergencies, deductibles, limits, direct billing and any assistance requirement.

It does not automatically insure cancellation, unused bookings or an early return.

Trip cancellation insurance

Addresses covered cancellation costs before contractual trip commencement when a reason named in the policy is sufficiently serious and unexpected. Illness alone is not a universal promise: the definition, affected person, evidence and timing matter.

Trip curtailment insurance

Addresses defined costs after the trip starts, such as covered additional return costs or unused travel services. It may be separate or combined with cancellation cover, but inclusion must be shown by the contract.

The boundary is contractual: identify exactly when the trip starts—especially with connecting transport, separately booked stages or a journey beginning away from home.

EHIC limits

Public-system access during an eligible temporary stay—not comprehensive travel insurance

What the EHIC can do

For an eligible temporary stay in another participating country, the EHIC provides access to medically necessary treatment that cannot wait until return home, under the same conditions as people insured in the country of stay. Local co-payments and reimbursement procedures can therefore apply.

“Medically necessary” is broader than emergencies only. Chronic or pre-existing conditions do not by themselves remove EHIC entitlement to necessary care, although some specialised treatment should be arranged in advance.

What it does not do

  • No private-healthcare entitlement.
  • No rescue or repatriation benefit.
  • No cover for travel whose purpose is planned treatment.
  • No promise of German treatment standards or cost-free care.
  • No replacement for resident health insurance after a move.

Eligibility and geographic reach must still be checked with the responsible health institution.

Return transport

Treatment abroad and repatriation are separate risks

EHIC coordination and German statutory health-insurance benefits do not include return transportation to Germany. Confirm whether a private contract includes rescue, medical evacuation or repatriation and read the actual trigger.

Words are not interchangeable

“Medically necessary”, “medically reasonable”, “fit to fly” and similar formulations can lead to different decisions. Check who decides, whether an assistance service must approve transport, the destination of transport and any financial sublimit. No outcome is guaranteed.

Eligibility and duration

Six contract questions before comparing cover

Country of residence

Which habitual-residence country makes a person eligible, and what happens if residence changes during the term?

Journey start and end

Must travel begin and end in Germany or at the registered home, and must cover be purchased before departure?

Trip commencement

At what exact point does cancellation cover end and curtailment cover begin under the definitions?

Continuous-trip duration

Does the maximum number of consecutive days include departure and return days, extensions and visits home?

Territory and transit

Are the destination, transit countries and stopovers covered? Read the definitions of “Europe” and “worldwide”.

Purchase or extension timing

Can cover be bought or extended after departure, and are waiting periods or a return-home requirement imposed?

Annual policy does not mean a continuous year abroad. Contract term and maximum duration of each individual trip are separate. Do not publish or rely on a universal day limit.

Different travel situations

Short trips, long stays, incoming cover and emigration need different checks

Short trip from Germany

Map existing statutory or private health rights, EHIC eligibility, the policy territory and the separate need for return transport, cancellation and curtailment.

Long-term travel

A long trip requires a maximum continuous-trip period covering the complete journey. An annually renewable short-trip contract alone does not establish that. Check extension, home visits and purchase-after-departure rules.

Incoming cover

Incoming cover is designed around entry into Germany or the Schengen area and may bridge a period before resident health insurance starts. It is not automatically equivalent to comprehensive resident health insurance.

National-visa stay

Intended residence, stay length, benefit scope, chronic conditions and pre-existing conditions may need explicit evidence. A policy never guarantees a visa, entry or residence decision.

Moving abroad

Moving abroad is not simply a longer holiday. In the EU, responsible health cover depends on economic status and residence, not nationality alone. Registration, an S1 or another resident arrangement may be required.

Posted, studying or retired

Employment, posting, study, pension and family status can produce different coordination outcomes. Ask the responsible institution before cancelling resident cover.

Health history

Pre-existing conditions: separate EHIC rights from private policy wording

EHIC coordination

Medically necessary public-system care during an eligible temporary stay can include care connected with chronic or pre-existing conditions. Planned treatment remains a different route. This public-law position does not prove private travel-insurance cover.

Private travel health

Known conditions are not universally covered or universally excluded. Read the definition of pre-existing or foreseeable treatment, any stability period, acute-deterioration wording, medical-advice exclusions and evidence requirements.

Cancellation and curtailment

Check whether an unexpected deterioration qualifies, whose illness can trigger cover, what seriousness test applies and what a doctor must document. Do not assume every illness is insured.

Pre-contract disclosure

Section 19 VVG concerns known risk circumstances material to the insurer’s decision about which it asked in text form. Answer those questions truthfully and completely; do not infer that every omission has one automatic consequence.

Exclusions and duties

Policy wording and conduct can change the outcome

Excluded causes and activities

Read current terms for travel warnings, war, civil unrest, epidemics, excluded sports, alcohol or drugs, reckless conduct and travel against medical advice. No universal rule is assumed here.

Assistance and notification

Check whether prompt contact is required, especially before or during hospital treatment, transport, cancellation or changes to bookings. In an emergency, obtain necessary help first; do not delay urgent treatment merely to complete administration.

Evidence and cooperation

Keep the policy schedule, full terms, booking and cancellation records, medical documents, itemised invoices, proof of payment, police reports where relevant and a dated record of communications.

Legal consequences are differentiated

Under section 28 VVG, intent, gross negligence, causation and required notice can affect consequences of a duty breach. A late notification does not automatically eliminate cover in every case.

Loss-mitigation framework

Where section 82 VVG applies, take reasonable steps to prevent or reduce loss and follow reasonable insurer instructions where circumstances permit. This is not a reason to postpone emergency care.

Limits and deductibles

Inspect the overall limit, event and person sublimits, deductible, currency conversion, direct-billing rules, benefit period after return and the treatment of recoveries from another payer.

Neutral contract checklist

Write down the answer from the actual terms

Identify each insured event

Medical treatment during travel, cancellation before departure and curtailment after commencement must each have an express contractual basis.

Record people and trip facts

Named persons, family definition, residence, destination, transit, departure date, return date and continuous-trip length.

Record scope and money limits

Territory, treatment scope, repatriation trigger, overall limits, sublimits, deductible and exclusions.

Record timing and duties

Purchase deadline, trip-start definition, assistance number, notification deadlines, evidence and loss-mitigation instructions.

Protect sensitive records

Send medical, identity and travel documents only through the official secure channel requested by the responsible institution or insurer.
